Job Description:

Functional Analyst Sr Advisor

The Comprehensive Emergency Management Program (CEMP) directly supports the gov’t customer with an enterprise-wide emergency management program in compliance with DoD Instruction 6055.17, DoD Installation Emergency Management Program, requiring all installations and ground stations to prepare for emergencies and be able to respond to save lives and maintain mission.

We are looking for a new member of the CEMP team to support the following work:

  • Maintain policies, training and procedures for the Incident Management team (IMT). Provide subject matter expertise (SME) to IMT members as needed, which may include 24/7 coverage and weekends during a real-world incident or exercise.

  • Ensure ongoing maintenance and execution of and compliance with Customer Directives, DoDI 6055.17 and FEMA EM requirements (e.g. Incident Command System and National Preparedness System).

  • Develop quarterly enterprise EM working group meetings with EM POCs from across the enterprise. Develop, prepare, and administer annually an enterprise EM training conference for Customer site EM POCs.

  • Produce, coordinate, and update EM and Infectious Disease doctrine, plans, policies and procedures including Emergency Action Guides for the Customer Enterprise, including providing guidance and consultation to all operating locations.

  • Research, recommend, and maintain support options such as IMT site communication packages, readiness equipment, and information technology packages to assist IMT operations.

  • Develop partnerships (including existing relationships) with local first responders and other organizations, as appropriate, to the Customer Enterprise EM program. Participate in Intelligence Community (IC)/DoD and other government meetings and coalition building efforts.

Emergency Management Team Member qualifications include:

  • Minimum of 8 recent years of emergency management preparedness and execution work experience, to include all aspects of emergency management mitigation, preparedness, response, and recovery planning

  • Experience working with the Incident Command System (ICS) structure. Certified ICS Instructor is preferred.

  • Experience in formulating EM strategies and policies, developing responses and approaches, conducting emergency management planning, preparing easy-to-understand EM standard operating procedures for non-EM personnel, and developing and executing EM training

  • Demonstrated experience developing briefing materials for US Government senior leaders

  • Proficient computer/technology skills using business software products

  • Valid TS/SCI clearance with CI Polygraph

The likely salary range for this position is $127,500 – $172,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
